Alabama On August 8, 2005, Lamar S. Woodham, Jr., Chairman of the Product Evaluation Board for the Alabama Department of Transportation Bureau of Research and Development, determined that it would be up to individual contractors to use the Kodi Klip product at their discretion.
Arkansas From the Arkansas AHDT: 503.04 (a) Placement of Reinforcement: 1) When the reinforcement consists of individual bars, the longitudinal bars shall be secured to the transverse bars by wire ties or clips at alternate intersections or more frequently if necessary to maintain their position within the horizontal and vertical tolerances specified herein. (b) Splices in Reinforcing Steel. Reinforcing bars, bar mats, or welded wire fabric used as continuous reinforcement shall be lapped in the longitudinal direction in a staggered pattern as shown on the plans. All laps shall be securely tied or clipped. In lieu of lapped splices, the Contractor may use welded or mechanical splices according to Section 804.07. 804.06 Placing and Fastening. Epoxy coated bars shall be placed on plastic coated or epoxy coated metal supports and shall be held in place by use of plastic coated tie wires or molded plastic clips especially fabricated for this purpose. Click here for more information about 804.06.

Illinois Illinois Department of Transportation: Article 508.06 for IDOT’s Standard Specifications for Road and Bridge Construction states that “Epoxy-coated reinforcement bars shall be tied with plastic or epoxy-coated wires or acceptable molded plastic clips.” Click here to view IDOT Section 508 Reinforcement Bars page 436. 
Indiana 703.06 Placing and Fastening. All reinforcing bars shall be wired rigidly or fastened securely at sufficient intervals to hold bars in place. See page 508

Michigan 905.03.D.2 2. Wire ties must be plastic coated wire, epoxy coated wire, or molded plastic clips.

Nebraska Our Standard Specification 707.03, Paragraph 3a, states: The Contractor shall place all reinforcement in the position shown in the plans, and it shall be held securely in position with plastic clips and blocking. Paragraph 3b, (6) states: Tie wire for epoxy coated bars hall be plastic coated. Plastic clips suitable for this purpose may be used. Click here to read the DOT statement.
New Jersey 504.03.01.E Placing and fastening. When using epoxy-coated reinforcement steel, use only plastic-coated or epoxy-coated tie wires and ensure that all miscellaneous hardware used to support, position, or fasten the reinforcement are dielectric, plastic-coated, or epoxy-coated.

Pennsylvania 6/2/2010 PennDOT Letter / Pennsylvania DOT, Section 714 - Precast Concrete Products, 714.6 states: For epoxy coated rebars, use plastic ties or plastic clips that firmly secure the rebar; or, plastic or epoxy, coated tie wire or coated metal clips, that firmly secure the rebar.
South Dakota 480.3.C Placing and fastening. When using epoxy-coated reinforcement steel, all wire bar support and bar clips shall be plastic or epoxy coated.

Vermont 507.05 Placing and fastening reinforcing steel. Tie wires & supports used for installation of coated reinforcement shall be coated with or be constructed of plastic, epoxy, or other approved materials that will prevent damage to the bar surface. See page 5-111 & 5-112
